Speaker Boehner on IRS Scandal: Who’s Going to Jail?

Speaker John Boehner today addressed the growing IRS scandal whereby administration officials admitted to wrongfully targeting conservatives and political opponents of President Obama, and reportedly gave preferential treatment to liberal groups and allies of the White House. Boehner said: “The IRS admitted to targeting conservatives, even if the White House continues to be stuck on the word ‘if.’ My question isn’t about who is going to resign. My question is who’s going to jail over this scandal?” The House Ways & Means Committee will hold a hearing to investigate the IRS this Friday at 9:00 AM ET , and the Oversight & Government Reform Committee will hold a hearing next Wednesday .

National Peace Officers’ Memorial Service Held at U.S. Capitol

WASHINGTON, DC – House Speaker John Boehner (R-OH) issued the following statement after taking part in today’s National Peace Officers’ Memorial Service, held on the West Front of the United States Capitol: “It is an honor to share the grounds of the United States Capitol with so many of the fine men and women who are out there protecting us.  It is especially humbling to greet the families of fallen officers, and let them know they are in our prayers.  We and the public appreciate, but cannot possibly grasp, the scale of the sacrifices law enforcement officers make to keep us safe.  Fortunately, there are events going on this week around the country, including in Cincinnati’s Fountain Square, that give us all a chance to pay homage to the fallen and thank those who serve.  While we can never repay these debts, we sure can honor them by bringing the same faith and courage to our work that those who gave their lives for us did.” NOTE : See the high-res version of the photo above and others from the event here . # # # # #

GOP-Led House Focused on Creating Jobs, Holding Government Accountable

“Americans need common-sense solutions to help create jobs and they need accountability from their government, and the House is working to give them both,” Speaker Boehner said at a press conference today, previewing this week’s House vote to fully repeal ObamaCare and highlighting the ongoing investigation into the administration’s response to the terrorist attack in Benghazi. On tomorrow’s House vote to fully repeal ObamaCare – it’s third since 2011 – Boehner said: “Our jobs plan has been out there, and we’re continuing to focus on it.  This week, we’ll be repealing ObamaCare.  Why?  Because it’s going to raise the cost of health care, raise the cost of health insurance, reduce access to the American people, and continues to get in the way of employers hiring new workers.” Noting that Americans “deserve the truth, and fairness from their government,” Boehner also reiterated his call for the Obama administration to release all of the e-mails relating to its handling of the Benghazi terrorist attack, and the information it shared with the American people in its aftermath.  Here’s more: “I want to applaud Chairman Issa and the Government Reform Committee for all of their work last week on Benghazi – trying to get to the bottom of what happened.  The administration could make this a lot easier for all Americans by coming forward with e-mails that they’ve shown us, in some cases, but have not turned over to us.  And I don’t want to prolong this anymore than anyone else, what I want is the truth.” Learn more about the House’s effort to fully repeal ObamaCare to help protect American families and small businesses here: Seven House-Passed Bills President Obama Signed that Repeal or Defund Parts of His Health Care Law Your Guide to President Obama’s Upcoming Road Trip, Part One: Will POTUS Acknowledge His Health Care Law Makes It Harder to Hire? Boehner: American People Seeing “Remarkable Arrogance” from the Obama Administration

Americans learned a lot of unsettling things about their government in the past week.  They learned that the IRS unfairly targeted conservative groups and the president’s political opponents.  They learned that the Obama administration executed a sweeping search of reporters’ telephone records .  And they learned that the White House repeatedly misrepresented its involvement in re-writing information it shared with the American people about the terrorist attack in Benghazi.  A lot of questions are being raised as a result of these revelations and, as Speaker Boehner said at a press conference today, “This House will stop at nothing to get to the American people the answers and the accountability that they expect.”  Here’s the full text of Boehner’s remarks: “Listen, jobs is our primary focus, but while we’re focused on that, we’re also focused on holding this administration accountable.  Our committees are working overtime to uncover the truth about what happened in Libya.  And they’re trying to get to the bottom of what happened in the IRS scandal. “You know, public service requires humility.  And everyone in public office needs to be constantly reminded that they serve the American people – and it’s not the other way around.  Americans should never be targeted or harassed by their government for their political beliefs.  And if reporters’ telephone calls are being monitored, the government better have a clear, and convincing reason for doing so.  And when…Americans are killed abroad, the government should tell the truth – not shade it or stonewall it for partisan purposes.  “Our system requires the bonds of trust between the American people and their government.  And those bonds, once broken, are very hard to repair.  Nothing dissolves the bonds between the people and their government like the arrogance of power here in Washington.  That’s what the American people are seeing today from the Obama administration: remarkable arrogance. “This House will stop at nothing to get to the American people the answers and the accountability that they expect.  But the best way to repair this damage is for the administration to come forward with the truth – the whole truth – so that the American people will have all of the facts.” The House Ways & Means Committee will hold a hearing tomorrow on the IRS’ admitted practice of targeting conservative groups, followed by a hearing in the Oversight & Government Reform Committee next week.  The Oversight & Government Reform Committee heard from the Benghazi whistleblowers last week, and, as Boehner has said, “Congress is going to continue to investigate this issue using all the resources at our disposal.”  House Republicans’ focus on oversight and accountability helped bring these issues to light, and it will continue to be a top priority.

#RateShock: Premiums Skyrocket, Some Could “Soar More Than 400 Percent” Under ObamaCare

How much could you (and everyone else) pay for health care in the years ahead thanks to the president’s health care law? According to the nation’s insurers, a lot more — in the individual market an average of double what we pay now with some rates soaring by more than 400 percent. That’s what the nation’s 17 largest insurers told the House Energy & Commerce Committee. You can see the whole report here . “Internal cost estimates from 17 of the nation’s largest insurance companies indicate that health insurance premiums will grow an average of 100 percent under Obamacare ,” reported the Washington Examiner . “ [S]ome will soar more than 400 percent , crushing the administration’s goal of affordability.” “The report said existing customers in the individual market can expect rate hikes of 73 percent,” wrote The Hill . “[N]ew customers’ premiums will cost 96 percent more. Small businesses could see rates climb by 50 percent, according to data from one insurer.” Health & Human Services Secretary Sebelius herself admitted premiums will increase for Americans . See Energy & Commerce’s state-by-state breakdown to get an idea of the higher costs ahead under ObamaCare, and read more in the report here . With all the new “ mandates, taxes, and fees ,” as well as a tower of new regulations (seriously — a red tape tower ), ObamaCare is undermining our economy by driving prices up and making it harder for small businesses to hire . Then of course, there’s this: the IRS will “ play a dominant role in health care ” under the president’s law. Do we trust these guys to “enforce most of the laws involved in the reform?” The House will vote today to fully repeal the health care law. Learn more about this vote, and other successful efforts to repeal and defund parts of the law, here . LIKE & SHARE THE GRAPHIC ABOVE ON FACEBOOK & GOOGLE +

Boehner on House Vote to Repeal ObamaCare: “Jobs Is What This Is All About”

At a press conference this morning, Speaker Boehner highlighted today’s House vote to fully repeal the president’s health care law that’s raising costs for American families and making it harder for small businesses to hire.  Here’s more:  “Today the House is voting to repeal the president’s health care law because it’s increasing the cost of health insurance, reducing access to care, and making it harder for small businesses to hire new workers.  This is the third full repeal vote that we’ve had in the last three years, and some critics have suggested it’s a waste of time.  “Well, while our goal is to repeal all of ObamaCare, I would remind you that the president has signed into law seven different bills that repealed or defunded parts of that law.  Is it enough?  No.  Full repeal is needed to keep this law from doing more damage to our economy and raising health care costs. “But some progress has been made, and Republicans will continue to work to scrap the law in its entirety so we can focus on patient-centered reforms that lower costs and protect jobs.  Because jobs is what this is all about.” At the press conference, Boehner displayed the “thousands and thousands of pages of ObamaCare regulations” – known around town as the red tape tower – saying, “If we want jobs, we need to get rid of this, because this is getting in the way of employers hiring workers around the country.”   According to a recent Gallup survey , 41% of small businesses report that “they have held off on hiring new employees and 38% have pulled back on plans to grow their business” in response to the law.  A recent Energy & Commerce Committee report anticipates a “looming premium rate shock” hitting health care plans in the individual market with average rate hikes of 100 percent, and potential spikes as high as 400 percent.  Members of the president’s own party concede that ObamaCare is a “ train wreck ” and, as Speaker Boehner said today, “That’s why we’re continuing to be focused on repeal, because we want to improve the economy and improve the prospects for creating jobs in our country.”

“This Is All About Jobs”: Speaker Boehner Applauds Vote to Fully Repeal Health Care Law

WASHINGTON, DC – House Speaker John Boehner (R-OH) released the following statement after the House passed H.R. 45, legislation fully repealing and defunding the president’s health care law: “This is all about jobs. The president’s health care law is already undermining our economy — employers are cutting workers and cutting hours, costs are going up, and even Democrats are worried the whole thing is headed for a train wreck. There are also serious concerns about whether the IRS should be involved in our health care at all, let alone as the law’s chief enforcer. Fully repealing ObamaCare will help us build a stronger, healthier economy, and will clear the way for patient-centered reforms that lower health care costs and protect jobs. This is a good, common-sense bill, and I thank Congresswoman Bachmann for her leadership in bringing it to a vote today.” NOTE : This is the third time the Republican-led House has voted to fully repeal the president’s health care law since 2011. President Obama has signed several other bills that repeal or defund parts of the law — you can see a list of those bills here . # # # # #

Speaker Boehner, Ohio Members Urge President Obama to Engage Putin on Russia Adoption Ban

WASHINGTON, D.C. – In a letter sent to President Obama this week, House Speaker John Boehner (R-OH) joined other members of the Ohio delegation in urging the president to engage with Russian President Vladimir Putin in an effort to find solutions for children and families affected by the Russian government’s ban on American adoptions of Russian children.  Speaker Boehner met personally this week with Ohio parents affected by Russia’s adoption ban and listened to their stories, pledging his support for their efforts to find a solution. “The orphans affected by this ban are vulnerable and without families or homes in Russia.   Many of these children have a disability that requires medical care that they are not receiving in Russia.  These children are loved by and have come to know the American parents who want to welcome them into their homes and provide a life filled with promise,” Boehner and other members of the Ohio congressional delegation said in a letter to President Obama, who will meet with Putin at the G8 Summit in June.  The letter was initiated by Sens. Rob Portman (R-OH) and Sherrod Brown (D-OH).  Hundreds of families across the United States have been left in limbo by the ban after traveling to Russia and falling in love with the children they planned to adopt, only to be told later that the children could not join them at home in the United States.  One such family is the Brewer family of Hamilton, Ohio, in the Speaker’s congressional district.  The Brewers were in the final stages of adopting a six-year-old girl from Russia when the ban was imposed. Speaker Boehner remarked, “I know about this issue first-hand because I had a staff member from Ohio who with her husband adopted two Russian children, and it’s been a wonderful thing for everyone involved.  Families such as the Brewers are ready and eager to provide the love and care these children deserve.  The governments of both countries should give priority to the needs of these children as other issues are addressed and discussed.  I hope President Obama and President Putin will be able to work toward a solution so that these children can be united with the families who are ready to welcome and care for them.” (Mrs. Brewer and other Ohioans who have been affected by the Russian adoption ban meet with Speaker Boehner in the U.S. Capitol.  May 14, 2013) Please read the full text of the letter below and find the PDF here . May 14, 2013 President Barack H. Obama The White House 1600 Pennsylvania Avenue NW Washington, D.C. 20500 Dear Mr. President: As representatives from Ohio, the state most affected by this issue, we are writing to request your assistance with finding a solution for the small number of Russian orphans who are in the final stages of the adoption process, but are not able to have their adoptions completed due to the Russian adoption ban. The number of Ohio families halted by this ban is the highest of any state in the country.  As a united delegation, we urge you to prioritize this issue and seek a prompt resolution when you meet with President Putin at the G8 Summit in June.  The orphans affected by this ban are vulnerable and without families or homes in Russia.   Many of these children have a disability that requires medical care that they are not receiving in Russia.  These children are loved by and have come to know the American parents who want to welcome them into their homes and provide a life filled with promise. The Ohio families in this process have remained vigilant and are doing everything in their power to help bring these children home.  These parents have made countless trips to Russia before the adoption ban to spend time with the children with whom they were matched who have become their sons and daughters. We have visited with these families and have heard them speak about these children who have already had such an impact on their lives and communities.  Families from Toledo to Cincinnati and Lima to Akron, have opened their homes to these children and now their hearts are breaking. Thousands of Ohioans have also heard these stories and demand that Congress and the administration do what is necessary find a solution. Please find a humanitarian solution for these children and these families.   We ask that you continue to work with the Russian delegation and we urge you to prioritize this issue with President Putin to help these children. Thank you for making these efforts on behalf of these children and families.

Weekly Republican Address: Rep. Andy Harris, M.D. on Jobs, the IRS, and Health Care

WASHINGTON, DC – Delivering the Weekly Republican Address, Rep. Andy Harris, M.D. (R-MD) argues for repeal of the president’s health care law, saying it is hurting jobs in America and imposing costly burdens on families and small businesses, especially with the IRS in charge of enforcing many of the law’s rules and regulations. Rep. Harris on ObamaCare and the Economy: “ObamaCare is knocking Americans off the ladder of opportunity, and the sooner we repeal it, the sooner we can start fixing health care for working families.” Rep. Harris on ObamaCare and the IRS: “Just think about the fact that it’s the IRS that will be responsible for enforcing many of these regulations.  If we’ve learned anything this week, it’s that the IRS needs less power, not more.  As a matter of fact, it turns out that the IRS official who oversaw the operation that’s under scrutiny for targeting conservatives is now in charge of the IRS’s ObamaCare office.  You can’t make this stuff up.  As a physician for nearly thirty years, I’ve always believed the power in our health care system should belong to patients and their families, not politicians – and certainly not the taxman.” Joining Rep. Harris for the address is Sen. Mitch McConnell’s (R-KY) Red Tape Tower , a seven-foot tall collection of all the regulations already associated with President Obama’s health care law. NOTE: The Weekly Republican Address is embargoed until 6:00 a.m. ET, Saturday, May 18, 2013.  The audio is accessible now , and video of the address will be available to view and download once the embargo is lifted.  A full transcript follows. “Hi, I’m Congressman Andy Harris, and this is the Red Tape Tower.   “20,000 pages high and seven feet tall, it encompasses all of the regulations already associated with President Obama’s health care law.  The red tape, the taxes, the mandates, the tricks, the traps, the fine print … it’s all here.   “Now: just think about the fact that it’s the IRS that will be responsible for enforcing many of these regulations. “As a physician for nearly thirty years, I’ve always believed the power in our health care system should belong to patients and their families, not politicians – and certainly not the taxman.  Americans should be able to choose the coverage they need at a cost they can afford.  “The president’s health care law turns this equation – and in many ways, our lives – upside down.  It requires Americans to buy government-approved plans that cover all kinds of services you may not need.  “So instead of keeping your coverage – like President Obama promised – millions are going to be forced off the plan they like. “Instead of the lower costs you were promised, you could pay a whole lot more.  According to new data from the nation’s insurers, under ObamaCare, premiums in the individual market will skyrocket by an average of double what we pay now, with some rates rising by more than 400 percent.  “And because employers can’t afford ObamaCare and all its costs and new taxes, they’re not hiring new workers.  Many are actually cutting back hours for their workers.  Making it harder for small businesses to hire is the last thing we need during one of the slowest economic recoveries in American history.  “It’s no wonder that one of the law’s leading authors in the Senate said, and I quote, ‘I just see a huge train wreck coming.’” “Well here’s the problem: the train wreck is already here.  ObamaCare is knocking Americans off the ladder of opportunity, and the sooner we repeal it, the sooner we can start fixing health care for working families. “This week, the House of Representatives voted to do just that, as part of Republicans’ plan for economic growth and jobs.  Our jobs plan focuses on patient-centered reforms, not Washington centered bureaucracy.  By concentrating on disease prevention research, we will improve care and bring down the costs that strain families and small businesses.  “Of course, there are powerful interests who will do all they can to prop up ObamaCare.  We learned last week that the Secretary of Health and Human Services has been pushing private companies – businesses she herself regulates – to help pay for the implementation of ObamaCare.   This raises all kinds of legal and ethical questions, and I assure you we will get those answers.   Because right now we need more accountability in Washington, and a government that works for you – not the other way around. “And that senator is right – this law is a ‘train wreck’ – just look at all this red tape.  This week marked the third time in three years that the people’s House has listened to the people and voted for full repeal of the health care law.  Now it’s time for the Senate to listen to the people as well.  Together, we can fix our healthcare challenges to build a new generation of prosperity and opportunity for ourselves and our children. “Thank you for listening.”

Weekly GOP Address: The IRS & The ObamaCare Train Wreck

This week’s Republican address focuses on the president’s health care law, from how it’s hurting jobs in America to how the IRS will be in charge of enforcing many of its rules and regulations.  Delivering the address is Rep. Andy Harris (R-MD), a physician who, like many Americans, supports repealing ObamaCare to focus on patient-centered reforms that lower costs, protect jobs, and bolster disease and disorder research.    There are a number of ways you can access the Weekly Republican Address: Watch the video on YouTube . Listen to the audio on GOP.gov . Read the transcript right here on Speaker.gov . For now, here are some excerpts from early coverage of the address: ObamaCare & the IRS: “ GOP links ObamaCare, IRS scandal in address.   House Republicans on Saturday touted their recent vote to repeal the Affordable Healthcare Act, tying it to the unfolding IRS scandal and a member of President Obama’s cabinet under fire for fundraising. … Harris decried the new healthcare law by suggesting that it would be mismanaged by the Internal Revenue Service (IRS). …. ‘Now, just think about the fact that it’s the IRS that will be responsible for enforcing many of these regulations,’ Harris said in this week’s GOP address. ‘If we’ve learned anything this week, it’s that the IRS needs less power, not more.’” ( The Hill , 5/18/13) “ GOP: IRS scandal is one more strike against health care law.   Republicans capped the week with another attack against President Obama’s health care reform, criticizing the law and its relationship with the Internal Revenue Service.  …  Republicans … used the controversy to further criticize health care reform, as the IRS is tasked with implementing many of the law’s provisions.  Lawmakers also highlighted the fact that the current director of the Affordable Care Act office in the IRS used to head up the agency’s tax exempt/government entities office, the same department taking heat over the recent dust-up with conservative groups .  ‘You can’t make this stuff up,’ Harris said in the address.” ( CNN , 5/18/13) “ Harris links IRS scandal to Obamacare in address .   Rep. Andy Harris of Maryland used a rare opportunity to speak on behalf of the Republican Party on Saturday to tie the unfolding IRS scandal to President Barack Obama’s 2010 overhaul of the nation’s health care system.  Noting that the Internal Revenue Service will be responsible with taxing individuals who fail to obtain health insurance, Harris argued that, ‘if we’ve learned anything this week, it’s that the IRS needs less power, not more.’ ” ( Baltimore Sun , 5/18/13) “Harris, in the weekly Saturday Republican media address, questioned the federal tax agency’s responsibility for levying fines against individuals who fail to meet new health insurance mandates….” ( UPI , 5/18/13) ObamaCare & Jobs: “With several of the health care reforms taking effect next year, Republicans are drumming up more opposition to the law.  Harris argued the law’s mandate to purchase health insurance would ‘turn lives upside down’ and fears of rising costs are discouraging small business owners from hiring new workers.   ‘Obamacare is knocking Americans off the ladder of opportunity, and the sooner we repeal it, the sooner we can start fixing health care for working families,’ said the congressman, who was elected in 2010.” ( CNN , 5/18/13) “…Republicans used the incidents as a rallying call to repeal the healthcare law.  … ‘ Well here’s the problem: the train wreck is already here.  ObamaCare is knocking Americans off the ladder of opportunity, and the sooner we repeal it, the sooner we can start fixing health care for working families,’ he said.” ( ABC News , 5/18/13) ObamaCare & Higher Costs From Red Tape: “ Congressman Andy Harris of Maryland delivers this week’s Republican address, joined by Sen. Mitch McConnell’s Red Tape Tower, a seven-foot tall collection of ‘all the regulations already associated with President Obama’s health care law .’  … The Red Tape Tower, standing ‘20,000 pages high and seven feet tall,’ says Harris, includes ‘the taxes, the mandates, the tricks, the traps [and] the fine print’ that he warns will be enforced by the IRS.”  ( ABC News Radio , 5/18/13) “In the Republican address, Rep. Andy Harris of Maryland says red tape in Obama’s health care law will drive up costs.  He says the embattled IRS needs less power, not more.” ( Associated Press , 5/18/13) “In the Republican Party address, Representative Andy Harris of the eastern state of Maryland says ‘red tape’ in the president’s health care law … will drive up costs for Americans.” ( VOA News , 5/18/13) ObamaCare & Higher Premiums: “Rep. Andy Harris (R-Md.) used the Republican weekly address to highlight a report released by the House Energy and Commerce Committee this week that found insurance premium rates for people under ObamaCare may increase in many states . … The report found that premiums for people in about 45 states could increase by about 100 percent on average, according to 17 insurance companies that responded to questions from the committee.” ( The Hill , 5/18/13)
